What is the Age Requirement for Additional Drivers on my Rental Car?

Can a 16 year old with a drivers permit drive as a second driver on my car rental just in case something happens with the first driver?

I'm sorry, but all car rental companies require drivers to be at least 21 (with the exception of some rent a wreck locations that may allow renters to be 18 or over), with a major credit card in their own name. All car rental companies require that any driver of their vehicles must hold a full, valid drivers license as well -- learners permits are not acceptable.
