Taking a Rental Car into Canada from the United States

Can a UK resident travel over to canada from the US, for a short stay and then travel back to the US in an Avis hire car?

I checked avis.com, but their policy information seems limited to US residents... their border crossing policy into Canada states:

"With advance arrangement and consent from Avis, certain cars may be rented from the United States and driven into Canada by U.S. residents. A Canadian non-resident insurance card may be required and is available at the Avis rental location."

I contacted a reservation rep on the Avis toll free reservation line. She told me that she had no further information, and that in order to get an answer to your question you can either try contacting a rep from the Avis UK reservation center (44 8445 81 81 81) or you could try contacting the location directly that you wish to rent from.
