Car Rental Surcharges... What's Up?

What are the differences in car rental fees at San Jose and San Francisco airports in relation to rental fees at the San Diego Airport? How does this affect the total charge when renting a car from each of these airports?


It appears that there is an extra fee at SJC and SFO. Also the base rate itself seems to be higher (which affects the surcharges, as they are based on percentage). Also, the tax was lower in San Diego. I check an Avis rental (for an example) of a compact car, for one day, to compare the fees (and total charges) at each facility:

San Jose airport

Surcharges:

• 2.5% (Tourism Assessment Fee)
• $10.0 per rental (Customer Facility Charge)
• 11.11% (Concession Recovery Fee)
Tax ( 8.250% )

Base Rate: $95.99+ surcharges ($23.06) + Tax ($8.80) = $127.85


San Francisco Airport

Surcharges:

• 2.5% (Tourism Assessment Fee)
• $17.50 per rental (Transportation & Facilities Fee)
• 11.11% (Concession Recovery Fee)
Tax ( 8.250% )

Base Rate: $117.99 + surcharges ($33.56) + tax ($10.82) = 162.37

San Diego Airport

Surcharges:
• 2.5% (Tourism Assessment Fee)
• 11.11% (Concession Recovery Fee)
Tax ( 7.750% )

Base Rate: $82.99 + surcharges( $11.29) + tax ($7.15) = $101.43


Basically, it appears that because of the lower base rate, lower tax rate and the absence of a "facility fee"), San Diego Airport gives the cheapest rate.
